It seems, with the possible exception of babies surrendered under safe harbor, that most kids that come out of Foster care would be Special Needs. Do others agree with that? The federal rules would seem to mirror that.
I think most children who are older adoptees end up having issues and we, as caregivers, have to be very sensitive to the needs of these kids. Whether the child was surrendered voluntarily or involuntarily, the older child ends up wondering, "What HAPPENED?" and often the answer isn't a happy one. Neglect, physical, emotional, sexual abuse all take a toll.
