Generally social services provide a modest stipend per child for foster parents to take care of these children. The statement that "they pay less than a kennel charges to feed a dog" is disengenious. Foster parents, generally, see themselves as providing a social good. A stipend is helpful but certainly not percieved as covering all costs. Still, making donations to help foster kids is a laudable and decent thing.
I think the point is that we aren't valuing our kids enough. If a dog owner is willing to pay $x to feed his pooch, shouldn't we, as a society, value our children more? One of the reasons I chose to foster was just that--our people matter and I could do a little something to make a difference.
